A491 contains two agreements to be used in sequence. The first agreement covers management consulting services to be provided during the preliminary design and budgeting phase; the second agreement covers construction.

It presumes that the design/builder has contracted with an owner to provide design and construction services under the agreements contained in AIA Document A191. Although it is anticipated that a design/builder and a contractor entering into the first agreement of A491 will later enter into the second, the parties are not obligated to do so. It is also possible that the parties may skip the first agreement and proceed directly to the second.
